Yes. That is the normal starting condition, not a disqualifier. We reconstruct from bank records, deposits and whatever exists, file the missing years, and only then negotiate. Nothing can be settled while returns are outstanding.
I owe sales tax as well as income tax. Is that the same case?+
Two cases, worked together. Sales tax is CDTFA and can be assessed against you personally as a responsible party. Income tax is IRS and FTB. They do not coordinate with each other, so leaving one alone while resolving the other tends to end badly.
Do you handle everything in Spanish?+
